Malta Housing Authority

Is the housing authority useful for expats in Malta with a self sufficiency permit or does it apply only to residents? 

Does it offer public housing or any other type of deals? How much does rent cost through the housing authority and what are the waiting lists?

I tried to contact the housing authority thru email but it got sent back.
